The article considers the possibility of solving urgent problems insufficient solvent demand and low rates economic growth Russian economy in process implementing social policy an active participant increasing aggregate supply as a generator production employment growth. Within framework proposed new paradigm policy, author focuses on need to strengthen financial position individual by providing additional stable source income through state financing job search, training or opening their own business. specifics research is author's proposal focus special attention receiving support from Federation gratuitous irrevocable basis for above-mentioned purposes form of: – subsidies unemployed start business; grants small businesses; contracts. Thus, requirement modern system entrepreneurial activity conditions crisis improvement universality use. A prerequisite effective implementation model provision adequate opportunities various segments population open businesses order increase Russia's GDP (Gross Domestic Product), number taxpayers expand tax base, improve country's macroeconomic indicators. positive dynamics national Russia, personal citizens country, and, consequently, level quality life, decrease differentiation final result socially vulnerable population. According author, consequences successful approach are follows: ones (stable growth, expansion demand, falling unemployment, employment, GDP, revenues budget, life population); microeconomic (growth population, people support, degree incomes citizens).
